By Ryan DezemberFebruary 24, 2010, 6:15AM GULF SHORES, Ala. -- Responding to requests from property owners, the City Council on Monday decided to allow vacation rentals along a stretch of Little Lagoon's northern shore. The council voted unanimously to allow rentals by owners of single-family homes between West Brigadoon Trail and the eastern edge of the Bon Secour National Wildlife Refuge if their lots front both the lagoon and Ala. 180. All told, the decision affects about 100 property owners, City Planner Andy Bauer said. Prior to last fall, the city's zoning laws didn't allow vacation rentals in residential zones -- a prohibition that was never enforced. In October the council passed a law that allowed the short-term leasing of homes and duplexes on West Beach and about a dozen properties scattered throughout the rest of the city that had traditionally been rented to tourists. That prompted protests from property owners on the north shore of Little Lagoon. Some said they had long leased their homes to vacationers. Others said they bought homes there with the understanding that they would be able to rent. And a few simply said that by excluding their property from the tourist-lodging district, the council was diminishing the value of their land. City officials divided the lagoon's northern shore into three sections and found that in the two easternmost areas, residents were split on whether short-term rentals should be allowed, Mayor Robert Craft said Monday. In the third area, however, owners were overwhelmingly in favor of allowing vacation rentals in their neighborhood, the mayor said. Bauer said that of 23 residents who wrote to the city, 22 expressed support for short-term rentals. Some residents have expressed concern that allowing short-term rentals there would lead to the development of a dense tourist area. But city officials said Monday's change wouldn't allow construction of anything other than the single-family homes that the area's long been zoned to accommodate.
