Slow to start, summer rentals are picking up

Property owners who count on summer rental receipts to offset town tax tabs continue to feel the effect of an unstable economy, as the season heads into the heart of the vacation months.

Prospective renters are wrestling with job security, overburdened budgets, vacation time and even weather as they consider committing large amounts of cash for shoreline digs. While some property owners haven't exactly lowered their prices this year, they haven't raised them either.

The financial jitters affecting the lives of Americans who want to make the most of the few short weeks of summer have realtors wondering just how many will visit this portion of Rhode Island's 400 miles of coastline this year.

Denise Fusaro, a veteran sales associate in the Westerly office of Randall Real Estate, says while things aren't any better this year than last, they are picking up after a very slow start. "We're getting a lot of last minute rentals this year."

Rental costs vary, depending on how far the units are from the water, Fusaro explained. A one-bedroom cottage can cost anywhere from $800 to $1,000 a week. "The smallest thing we have at the beach is probably about $1,200 and a studio about three miles away is $595. I have a two-bedroom apartment on the ocean at $1,600 a week."

Fusaro contends a vacation at the beach is still attractive for a family. "I actually think it's more attractive because if a family is going to spend two or three days in a hotel, they're going to pay a lot more money."

Michelle Vacca, who operates Beachcomber Real Estate, the agency her father started in Misquamicut 63 years ago, agrees. "We keep telling people if they are going to stay here for more than a couple of days, the cottages are still your best value because most of them are sleeping six people; some of them we have sleep up to 12."

Fusaro, whose office handles rentals in Weekapaug, Shelter Harbor and Shady Harbor, declares weather is the key to success. "If we have a couple of days of rain, it will change things drastically."

But the hot weather has phones ringing off the hook at her agency, according to Vacca, who says some homeowners are clinging to last year's prices to fill their vacant cottages.

"We've been affected just like everybody else," she said. "People are out of work. Pratt & Whitney, when they laid off all those folks in the late winter, early spring, those are our people. Those are our customers. We're not Watch Hill, we're not Weekapaug. We're the working class guy's beach.

"Our families are not making three and four hundred thousand dollars a year. We are true middle class, and people might be offended by that, but that's who comes to Misquamicut," Vacca said. "We're seeing a big increase in the day traffic."

Bob Richins, of Coleman Realtors on Bay Street, says the rentals through his agency have been on a par with last year and have really picked up in the last month or so.

"We certainly will rent as many properties as we did last year," Richins said, adding that his only problem is an expanded inventory.

"Where last year we might at this point have had 10 houses, this year we have 40. More people want to rent than ever before," Richins said. "More people are trying to get some of their taxes paid through rentals. We'll probably have close to a hundred rentals." Richins also noted today's clients are renting for shorter periods.

Shorter rental times started years ago, says Ray Mott, owner of Properties Unlimited in Charlestown, where house rentals vary from $2,000-$4,000 weekly. Business is reportedly better this year.

"No one rents for a month anymore...I shouldn't say nobody, but who can take that much time off? Most people take a week at a time."

Mott handles about 160 beach rentals a year, notably in Quonochontaug, Shady and Shelter harbors, Green Hill and some in Charlestown.

"I think the rental market overall is OK, there's just a lot of product - an influx of inventory. There are too many people renting their houses, so it might appear softer than usual, but there's just an influx of inventory. They're putting their houses to work."

Josie Schieldrop, of Waterfront Properties in Charlestown, a realtor for more than a quarter century, concludes, as have so many realtors, "It's been a summer of last minute rentals so far, with people holding off for a number of reasons. We've managed to rent week to week, and August looks like it's going to be busier than July. It's not a bad summer rental season, but it's not the best."

Lisa Zarro, a Randall associate in the Watch Hill office, guestimated that 50 to 60 percent of Watch Hill rentals, which run about $1,000 per bedroom, are filled this year. She ventured a hesitant "Things are better this year, but everybody was last minute, and they wanted a deal."

"I think they just didn't want to commit their money not knowing if they could get the time off or if they'd have a job," Zarro said.

"Not everything's rented up fully, and owners are getting antsy," she added. Those who only rented on a monthly basis now accept a two-week rental, and two-week rentals are now accepting the one-week rentals.

How about those people in the market for a big ticket house?

"Larger houses, the really large, the really nice, elegant houses, the oceanfront houses are month-only still," Zarro said. "It's a different world. Even there I see some price reductions at the last minute because of the taxes."

Zarro speculated weather could account for the sudden increase in rentals.

"We lost a lot of people from last year because it rained all of June," she said. "Every weekend in July it rained, so all these people that paid all this money for all these houses were stuck inside. That kind of turned them off from booking early, so we had a really down market in the fall - worse than ever.

"Now the weather has been fantastic and super hot, plus we have the draw of the Ocean House," Zarro said. "So everybody wants to visit that again, and they want to come back."
