| Fence sparks debate over vacation rentals in Glen Ellyn Posted: 19 Sep 2010 07:47 PM PDT A dispute over a Glen Ellyn home that sparked debate earlier this year over allowing vacation rentals in the village has resurfaced. Members of the village's Historic Preservation Commission met this month to discuss a permit application for a historic home in the 600 block of Davis Terrace, commission staff liaison Andrew Letson said. The application, unanimously approved by the commission, was for a fence along the home's driveway. The house is a registered landmark, Letson said, and any changes to the property need village approval. William Harty, who owns the property and has operated the home as a vacation rental for a year, said the fence would help enclose the property and keep cars off his neighbor's yard. "That is the main intent, and I always wanted to do something there," Harty said. The fence, however, isn't enough to placate neighbors, who say they want the village to restrict vacation rentals. Neighbor Chris Lifka took his concerns to the Village Board in July. Officials debated whether to create a vacation rental ordinance but rejected the idea after hearing complaints from just one neighbor. Lifka's wife, Tammy, said they are still concerned about the type of people the home brings into the neighborhood, and installing a fence doesn't help, she said. Instead, they would like to see restrictions placed on the way vacation rentals are run to ensure that renters aren't dangerous. "A fence is not really an issue," she said. "It's more the transient (nature) of it." Harty said nearly all of his clients are former Glen Ellyn residents in town to visit family. He said he's invested a lot of money and time into the property and wouldn't risk damaging it or the neighborhood by allowing just anyone to rent it. "People aren't going to come to a location just to cause problems," Harty said.
